In the month of October, unemployment rates fell in over half of America’s biggest cities. In November, however, they actually rose in almost a third of them. As a result, the hiring outlook in the United States is mixed. These layoffs come with an effort to dwindle the number of employees that are on the payrolls, as the Space Shuttle program retires.
